In the United States policies of both the federal government and state agencies can and do impact the use of asphalt rubber (AR). These results vary; some policies can expansion of the use of AR, while other can be counterproductive to the use of asphalt rubber. This paper provides a historical perspective of these policies and impacts based on the authors 27 years of work experience in the scrap tire industry. This paper will also provide information on current federal and state policies and offer conclusions on and recommendations for policy decisions that can expand the use of asphalt rubber in the United States
